In explanation of the above I inclose herewith a plan of the land shewing the original Farm not tinted green Town Lot bordered black, and report as follows.
The Est Stz 11 was situated on the steep slope of the hill forming the base of dee Stone Street and from its uselessness in 1881 it was not valued for sale; Mr Buddelli however applied for the mire abutting on all sides for the purpose of enabling him to inclose it and prevent nuisances thereon, and it was granted at a nominal rent, but not for building purposes; certain Lots were created thereon and some premises were comparatively lately so occupied and an assessment of $2140 was made, and sanctioned in Colonial Secretary's letter No. 775 of 20 December 1888, adding £12.1.8. to the original rental.
In terms of the lessor's instructions Mr Duddell through his Agent applied to Government for a new lease, and in reporting thereon, vide letter to Colonial Secretary dated 6 February 1881, I remarked as follows; "that the whole area which can be rendered available for building should be incorporated in the lot, and having made a survey of it, am of opinion that an area of 1774 square feet is suitable for building purposes and a rental of £41.2.8 should be charged for it."
